There used to be back before 2006, thats when I started seeing the Army go a lot more PC and "I'll hold your hand so you don't cry attitude"

Not familiar with E4 Mafia per se.
E4 in the Army is usually a "Specialist" and we call them "Sham Shields" because of the shape of the rank and the inclination to delegate to lower enlisted.
An E4 could also be a Corporal, and we generally leave them alone.
