At what point is hancuffing legal?

Go ahead, I probably would.

But for the serious side of the question:

At what point does a Law Enforcement Officer have the right to put you in handcuffs?

At what point do you have the right to say "Oh no you don't."?

Just wondering as I have heard several stories of folks getting cuffed at a traffic stop for no apparent reason.
Recent story of the "celebrity couple" who were handcuffed.
They asked why they were getting handcuffed and the officer supposedly said something like "because I can".

I can see it if I am being placed under arrest, or being taken into custody.

But when else is it OK?
At what point does the officer cross the line?
At what point does the civilian cross the line in "resisting"?

Investigative detention, meaning you are not under arrest however you are being detained for further investigation of a possible crime. The ever popular and court upheld officer safety.
