I have no problem whatsoever with the Ada PD having M-16's. They may not need them today or tomorrow, but they may need them at some point, just like cops in the roaring 20's needed full auto to deal with the bank robber gangs.
What I have a problem with is that the Ada PD can get them from the U.S. Gov't for $25 each, while it will cost a normal citizen $15,000-$20,000 for the exact same thing.

I agree that converting them to semi-auto would help with liabilty issues (since LE must be careful of where every single round goes), it would not ease any paperwork. These surplus M16 that are made available thru the 1033 program would still have full-auto lower receivers even if all internal parts were semi-auto. They would still have to be accounted for in the same way as any other full-auto. I believe they are transferred to the PD and registered with ATF on a Form 10. They could only go to another LE agency or back to the military. Technically, they are just "on loan" from the miltary to the LE agency, but I highly doubt they would ever want them back.
We Civvys live it everyday...without being armed to the teeth(no gun zones).
We get to take our Familys around Trying to protect them the best we can (being disarmed in certain situations).
The question wasnt to me ...But, do You go around unarmed because the Law says you cant be armed here (usually The most dangerous situations) Try it some Time.

There is definitely some irony to the position that some cops take. Citizens are the ones on the front lines and in most cases are the first responders.
This thread reminds me of a section of Grossman's work...
The sheep generally do not like the sheepdog. He looks a lot like the wolf. He has fangs and the capacity for violence. The difference, though, is that the sheepdog must not, can not and will not ever harm the sheep. Any sheep dog who intentionally harms the lowliest little lamb will be punished and removed. The world cannot work any other way, at least not in a representative democracy or a republic such as ours.
Still, the sheepdog disturbs the sheep. He is a constant reminder that there are wolves in the land. They would prefer that he didn't tell them where to go, or give them traffic tickets, or stand at the ready in our airports in camouflage fatigues holding an M-16. The sheep would much rather have the sheepdog cash in his fangs, spray paint himself white, and go, "Baa."
Until the wolf shows up. Then the entire flock tries desperately to hide behind one lonely sheepdog.
