Nice watches can have a high jewel count, but it depends on the maker on whether or not those jewels are actually doing anything in the watch. Don't make the jewel count a determining factor, but when you get into upper tier watches, the jewel count generally goes up.

There are many on the market that are desirable yet affordable (around $100.) One of my go to YouTube channels is "just one more watch." The host covers many inexpensive yet affordable watches. Watch garage sales as well, have found a very affordable ($10 Bulova and a $10 Luminox at one.) Anecdotally I know through a watch repair person someone paid $200 for two Rolex Presidentials!) They (her customer) thought they were good fakes until he saw the screws in the bracelet. No boxes, no papers.
