Yes, they are legal. Which was the point since the statement was in direct response to 'ask addicts how they got started' (which was part of a discussion of MJ as a 'gateway drug').
The point being that 'addicts' get started in a number of ways. Fearing the 'drug dealer on the corner' that is selling weed (or even the dispensary), while ignoring a cornucopia of mind altering drugs in your bathroom is ridiculous.
