The German justice minister, Heiko Maas, said the authorities needed to work quickly to establish whether Cologne's violence was linked to incidents reported in other cities.
The chief of police in Cologne has been sacked in the wake of the scandal, after up to 1,000 men were allowed to mug, accost and sexually abuse women in "coordinated" attacks in a city square.

Police said on Sunday that of the 516 criminal complaints made since the violence 10 days ago, around 40 per cent involved allegations of sexual offences.
Initial reports had suggested scores of women were targeted, while just 31 suspects have been detained by police for questioning, 18 of whom were asylum seekers.

Austrian officials are investigating allegations that four under-age asylum seekers sexually harassed and assaulted three schoolgirls for months, without anybody taking action.
The four boys attended the Schlossstrasse middle school in Salzburg. It was only in the wake of the widely reported New Year sexual assaults in Cologne that one of the victims, aged 14, made a complaint to police.
That resulted in the four youngsters, aged 14, 15 and 16, being suspended. Only one of them had a residence permit.
According to a report in the Kronen Zeitung newspaper, three female students say they were assaulted and groped by the boys for months.
Last Wednesday an attack on one girl was reportedly so severe that it came to the attention of the school headmistress Eva Szalony, who made a complaint to police.
She said the allegations were "a complete shock" and that the school is now investigating why the girls had suffered for so long without reporting the abuse.
She said that the male pupils had all come to Austria as unaccompanied minors from Syria and Afghanistan and she believed them to be happy and grateful for being allowed to live in Austria and attend school, adding that "they were integrating themselves very well".
Police have now confirmed they are investigating allegations of sexual assault, grievous bodily harm and threats.
The allegations go back to last November, and involve verbal abuse and suggestive comments as well as physical violence in which the girls say they were groped and fondled.
The attacks got more serious as time went by. The 14-year-old said that she was often hit by a 15-year-old from Afghanistan, including an incident where she was hit so badly from behind that she smashed her head onto the desk.
She was attacked again on Wednesday by the same boy, who smashed her against a locker so hard that the police were called. They took the victim and the accused to the station. After hearing of her ordeal, police then expanded the investigation.
Local education officials in Salzburg have said the incidents are being dealt with very seriously and that it will appoint a coordinator to oversee all school-age asylum seekers and their teachers.
Psychologists are now speaking to affected pupils in the school as well as their classmates, and parents have been informed about the situation.

Inquiry into foreign backers of UK extremists gets green light

David Cameron has authorised an investigation into the foreign funding and support of jihadi and extremist groups in the UK, a development that could lead to a potential standoff with the government’s key Gulf ally Saudi Arabia.
Political pressure on Cameron to investigate extremist revenue streams in the UK has come from the Liberal Democrats who requested the inquiry in exchange for supporting the extension into Syria of British airstrikes against Islamic State.
The Home Office’s new extremism analysis unit has been directed by Downing Street to specifically examine the scale and origin of funding of extremist groups in the UK with a remit to follow overseas funding streams. Home Office sources would not give details on the level of resources which will be assigned to the inquiry. Its findings will be sent directly to the home secretary Theresa May and Downing Street this spring.
The Gulf kingdom has repeatedly been accused of funding mosques and groups with links to Islamist terrorism in the west. Last month Angela Merkel’s deputy, Sigmar Gabriel, told the Bild am Sonntag newspaper that the Saudi regime posed a danger to public security through its support for Wahhabi mosques around the world. Wahhabism, a fundamentalist form of Islam practised in Saudi Arabia, has been identified by the European parliament as a driver of global terrorism.
Gabriel said: “We have to make clear to the Saudis that the time of looking away is over. Wahhabi mosques all over the world are financed by Saudi Arabia.”

Refugee centers in Sweden are being burned to the ground in what appears to be a statement against the significant number of refugees the country has allowed in. The multiple arsons have all been at facilities which house or are slated to house immigrants.
One could say that someone in Sweden is mad as hell and bringing fire and brimstone to the facilities that are to be used for refugees. Seven arson fires have occurred, all of which seem to be connected with immigrant centers.
Sweden has taken in more refugees than any other European country in proportion to its population. With 100,000 “asylum seekers” already in the country this year and another 90,000 thought to be arriving before the end of the year, the citizens of Sweden may not be as welcoming as they once were.
