Not that it would have prevented this type of occurrence, but I think that part of the issue can relate back to the 1960's when prayer was taken out of the schools by the courts.

There have been humanists in the past that have claimed that humans don't have an intrinsic tendency to evil. Too bad that they don't really take a look at the inhuman massacres in the history of the world.
