Taxpayers have no say in this. The US government gives these away along with untold billions on other assets and funds. It was the post 9/11 response to equip law enforcement to handle future terrorist situations.
No, these are leftover waste that was returned from the Middle East. Some were sold to foreign governments, but many sat in south texas, of course after being refurbished (originally costing 7-800k each). Those that weren’t loaned to agencies have mostly been destroyed. These agencies can’t afford 250-300k for some kind of armored vehicle and usually the closest available to them would take hours to get if needed, if they would come at all. They’re rarely used because luckily they’re not needed often (and they are a pain in the ass), but they’re nice to have to catch bullets when necessary (to either get close to someone or to get people around them out safely).
