I have been approached numerous times in big parking lots like Walmart and Home Depot by both men and women asking for money. A common theme is they just a little money for gas.

Don't play into their BS signs or pitiful appearance. At best a sham, worse is money going straight to the drug dealers or liquor store. You won't stop them by not feeding their habits, but at least they'll move on to locations with more gullible cities.
