What is a good yet inexpensive air rifle for shooting rats?
I have an Umarex Octain, 22 cal.
It should get the job done.
I hunt rabbit and squirrel with mine no problem.
Link Below may give you an idea on air rifles.

Don't cheap out, have some fun with it!
That guy could use some barn cats, but his way is a lot more fun.
Just using googlefu I would suggest 850 FPS with a .177 bb/pellet or 700 with a .22 pellet.
Found this on Academy. $90 bucks and gets around 1000+ fps. Only draw back is it is pellet only, but those would work better anyway.
That must have been a fun night
