Okay, thanks - so am I reading correctly that legally an individual (unlicensed) cannot sell a firearm to a resident (unlicensed) of another state, or purchase a firearm from a resident (unlicensed) of another state, regardless of where the transaction happens?
If so - I can see where enforcing that could be a real problem, but can also see where someone could set themselves up pretty easily just by not asking for ID or even just not asking the "is this your current address" question in a private sale, gun show or elsewhere.
So still wonder what the deal with the WalMart note is all about ... must be FFL related then; some states trying to hold dealers in other states accountable? Or maybe because WalMart has stores in New Jersey (for example), the state of New Jersey expects all WalMart stores in all other states to comply with Illinois law for any New Jersey residents that may shop at them? That would make for a heck of a mess if so. Heck, could you imagine not being able to buy anything but 3.2 beer in any other state because you're from Oklahoma and the same beer brand is sold here?
