it's called a recession..... we had similar shortages and diesel fuel rationing in the 1970's. had long lines of cars waiting at filling stations and stations running out.
The shortage in 1974 was due to the Arab oil embargo not the recession. In 1974 I was working at the Cummins engine distributor in Bronx, NY. We serviced Texaco, Shell and Mobile Oil gasoline delivery trucks. With their permission we siphoned gasoline out so we could fill our vehicles to get to and from work.

It is not illegal to take pictures of something in public view.
Tell that to the people stopping on the road to take pics of the refinery. Happens all the time. Big signs on the fences saying photography is prohibited by some blah blah law they put on it.
I’m not going to be the test case putting prohibited photos on social media cuz it’s muh right.

Then don't, but you really should understand the law. No one can keep you from photography in public.....it's called the first amendment of the U.S. Constitution...."Freedom of speech, of the press, of association, of assembly and petition -- this set of guarantees, protected by the First Amendment, comprises what we refer to as freedom of expression."

Don't let them push you around and violate your rights!

You can take pics of anything the eye can see from any public right a way or public area, if the public is allowed to travel up and down the roadway that any government funds built it is considered public property and they cant deny you the right to take pics now if your stopping in the roadway to take pics then they could get you for obstructing the flow of traffic.
