The guard has been used for in-state police actions routinely in our history. National guard soldiers at Kent State, for example. A lot of guard-labor activity early in the 20th century. In 1957, Governor Faubus used the guard to block Central high school in Little Rock.

Haven't virtually all of the killings been gang related, with drugs being the cause?

Certainly, this was the issue back in the 20's and 30's, when organized crime (other than the government) were killing over drugs, alcohol, prostitution, etc.

City police spokeswoman Monique Bond also said it was too soon to comment on the offer.

But she also took issue with the governor's contention that crime is "out of control" in Chicago. In fact, she said if the current murder rate holds, 2008 would be one of the least deadly years in the city in the last 40 years.
So what drug this apparently old news article back up again?

There's nothing in the OK Constitution that would prevent the Legislature from organizing a state-only militia, from how I read it.

Article 5, sec. 40:
There may already be one - and you may be in it.
Oklahoma Statutes §44 41: Composition of Militia Classes.
The Militia of the State of Oklahoma shall consist of all able bodied citizens of the United States and all other able bodied persons who shall be or shall have declared their intentions to become citizens of the United States, who shall be more than seventeen (17) years of age and not more than seventy (70) years of age, and said militia shall be divided into three (3) classes: The National Guard, the Oklahoma State Guard, and the Unorganized Militia.

23. “State military forces” means the National Guard of the state, as defined in Title 32, United States Code, the organized naval militia of the state, and any other military force organized under the Constitution and laws of the state to include the unorganized militia (the state defense force when not in a status subjecting them to exclusive jurisdiction under Chapter 47 of Title 10, United States Code). The unorganized militia, state defense force, state national guard, home guard or any other name of any state force that does not meet this definition nevertheless shall be part of the “state military forces” under this code;
