I understood the newspaper to be a White Plains paper, not the NY Times. Here is a story about that:

I had heard or read somewhere that some of the individuals that have the weapons permits in those two counties included women whose ex-husbands or ex-boyfriends were abusive. Printing their names and address put them in danger of being found by their ex's, so the gentleman that outed the newspaper employees decided to get back. NOTE: I have no link to that information, but I can certainly see where there could be some ladies troubled with the newspaper's actions.
