Far more frequent are the gun homicides and assaults that make few national headlines but scar some city neighborhoods. Chicago, for example, has recorded more than 18,000 shootings in the past seven years.

That averages 2,571.4 per year

You're not wrong, but there's definitely another variable you're missing.
Oh. I know what it is. Certain demographics. Certain portions of our society that represent about 15% of the population. There is also another portion that shouldn’t be here to begin with that causes a lot of the crime.

It is true though that ethnic conflict can be slowed or prevented by certain tactics that one party is more likely to employ than the other.

Broken windows policing saved an unknowable multitude of lives (mostly racial minorities) in NYC.
