Legally speaking, can he pardon someone who has only been charged? Does he have to wait for a conviction?

(No, I didn't watch the video)

Politically speaking it may be a savvy move to pardon people who will never be charged with anything.
It worked for Gerald Ford.
I wonder if those folks appreciate being pardoned of crimes they haven’t been charged with?
I didn’t watch the video either

This quotes the Missouri state constitution saying it gives "the Governor the 'power to grant reprieves, commutations and pardons, after conviction, for all offenses except treason and cases of impeachment.'”

But, the threat of a pardon might be enough to dissuade a prosecutor from filing charges.

....or it might escalate the obvious pissing contest and force the prosecutor's hands/ego.

If I was the couple, quiet support would be my preferred method at this point. I wouldn't appreciate being used by both sides as media sound bite fodder and as a political football.

After watching the Justice Kavanaugh hearings, the Trump impeachment hearings, the Mueller investigation, etc., IMHO St. Louis Prosecutor Kimberly Gardner and the leftist socialists will let nothing stand in their way to conduct yet another kangaroo court to promote/advance their agendas.
