You can't bring paper work to any where except the location on the FFL or a historically used gunshow venue or excercise.

Something similar happened to me this past summer.
I ordered a Henry Mini-Bolt from Cabela's and had it delivered to the OKC store,,,
When it arrived I drove from Stillwater to pick it up.
They had gone to a computerized 4473 system and it took dang near 2 hours to complete,,,
But I eventually got the BATF nod and drove back to Stillwater.
Next day I got a call at work saying I "must" return to the store with the rifle,,,
There was some screw-up in the paperwork and it needed to be resubmitted.
I told the guy i really didn't want to drive 140 miles again,,,
The (insert nasty name here) threatened to call the FBI on me.
I know the FBI isn't going to come knocking on my door,,,
But to avoid a phone call or visit visit from the BATF,,,
I decided to make the drive.
It turned out that it was all their fault,,,
And it took another 2 hours to get it fixed this time.
They thanked me for my cooperation and carried the gun to the front door for me,,,
That's when I asked how they were going to compensate me for the time, gas, and day off from work.
The best I could argue them out of was a $50.00 gift certificate,,,
It took Cabela's 23 years to do it but they finally pissed me off royally.
One "Aw Sh##" erased 23 years of "Atta Boys".
