ParaMutual Wagering is statutory and can impact legal carry.

ParaMutual Wagering is specifically relating to places where you can make off-track wagers on either horse or dog racing. While some casinos offer off-track wagering, and thus would be "no carry", not all casinos fall into this category. Table games and slot machines are NOT ParaMutual Wagering.

As of 11/01 the law is going to specifically mention gambling:

So I guess everyone better carry their gun to the casino while they still can (though the existence of this forthcoming change to the law would certainly give me pause in doing so.)

It's because the state of Oklahoma doesn't really have any authority over the property held in trust by tribes on tribal lands. The tribes do. It's not a matter the State can legislate or adjudicate. It's very different than the State telling a private business (so not a Soverign nation) that they can or can't hang a gun busters sign.

You are correct however, If they offer off track betting that would be covered by the SDA statutes
