So I guess everyone better carry their gun to the casino while they still can (though the existence of this forthcoming change to the law would certainly give me pause in doing so.)

It's because the state of Oklahoma doesn't really have any authority over the property held in trust by tribes on tribal lands. The tribes do. It's not a matter the State can legislate or adjudicate. It's very different than the State telling a private business (so not a Soverign nation) that they can or can't hang a gun busters sign.

You are correct however, If they offer off track betting that would be covered by the SDA statutes

Was noted in a previous post that as of 1 November 2016 the wording of the law changes to read "any place where gambling is allowed by law", so soon all casinos will be no carry zones.
