I've seen a couple examples of this lately. There seems to be a lack of consensus. Curious what our resident experts think.

Is it legal to remove the fixed stock from a Circuit Judge rifle and install a pistol grip on it?

My understanding is that this direction is legal (rifle with stock to rifle with pistol grip only); however the reverse is NOT legal (pistol with pistol grip to pistol with rifle stock, ie SBR).

Removing the stock butt plate from a Rossi Circuit Judge and replacing with pistol grips. The barrel of the circut judge is rifled, so that puts it into a pistol Barrel not a shotgun Smooth Bore Barrel and the 26 inches overall length should not apply.
