There are bound to be several places where one can legally fish in and around OKC.
I know of a pond just north of the Northwest Expressway on Rockwell. It is directly behind Brixton Square, belongs to the church just west of it, and they don't mind if you fish there.
Eagle Lake in Del City? has a small charge, but is fishable from the shore or from a non-wake boat. Haven't tried it, but have looked at it and it looks pretty good. Here's the info on it: http://cityofdelcity.com/sites/default/files/documents/Eagle Lake.pdf
If you can add to the list, it would probably help those of us who will fish whether we can get to big water or not. I have permission on a few private ponds, but the conditions are "you and no one else." Not looking to horn in on your favorite spot, just want to add to the "free" list.
