Stealing garbage bins

Will the City replace a trash bin if its not broken, but just disgusting inside?

Somebody hit mine with their car (I'm guessing) and put vertical splits in the sides. The city of Norman just delivered a replacement and hauled away the busted one, no questions asked, after I called them.

When we moved here I cracked me up that the local news in Lawton uses (to be funny) trash cans as a gauge to how windy it’s going to be. Everything from the kids flipped up to blown to the blown down the street.
