I passed on 40 yesterday that was a bit different, but it said "Department of Agriculture Mobile Command Center" on one quarter panel. It had a CCTV on the top with an antenna that ain't for listening to the breeding habits of cows. It looked like an electronic counter measures antenna like was mounted on the MATVs and Strykers in the sandbox.
