Instead of wax bullets you might try some of the Speer plastic bullets. They are made to be fired with small pistol primers, but one can modify the case to shoot them with shotgun primers that really put some velocity on them.
A couple of years ago, I built some .223 rounds with shotgun primers that shot .22 caliber pellets. It would go through an inch of wood, and at close range was fairly accurate.
