Maybe an old boiler check valve tool. It definitely serves two functions (at least) with the cross “key” end and the center portion. Here’s a pic of a valve.

It is a water meter manhole cover locking mechanism.

Seems like a waste of a lot of material for such a simple purpose. I do wonder if there’s a reason one end of the Rod is cross shaped and the other end is round. 🤔
