At one of our local cemeteries, all flags are removed by volunteers after holidays or prior to mowing. They are not collected in the trash bins but stored and burned by the VFW with other flags being retired in the community.
Free to all.
That's what happens in Ponca. The local VFW and American Legion volunteers put them up on Memorial day.
Volunteers retrieve them on Tuesday.

As part of my job as a cell site tech back in the day I had to maintain the flags on flagpole towers. We were always to take the old, battered ones to the VFW. Don't see many flag pole towers here in the Midwest but they are prevalent out West. Very flat terrain in Phoenix and Las Vegas so they don't have to be very tall.
