I am not sure how pushing a car out of the water is an emergency. Therefore, I am not sure they would ever have to rescue you, according to your interpretation of the law.
Having said that, you would have to show me where the state laws says, emergency workers are required to render aid, if you refuse help, in Oklahoma.

Except that your own stupid actions can and will lead to people HAVING to rescue your ass... firedogs don't have a choice - if someone is doing something stupid and ends up in trouble (i.e.,carried away by rushing water), then rescue efforts must be made, not just turn your head and walk away and say, "Well, they chose it"... those in Emergency Services are required to try to save the lives of even morons. Which puts their lives at risk. So it's a public safety issue.
I guess if you want to let people do stupid stuff that will result in their death and then say they have no expectation that anyone will try to save them, then fine. For now, though, public safety is about more than choosing to risk your OWN life... you could be risking the lives of your rescuers, too.
