The family that bought the house next door are a little problem. The house and yard was kept immaculate by the sellers. The new owners have 6 dogs running around in the yard barking. The city codes only allow for 4 dogs total. They have trashed their yard as well as their AC unit. The people have several birds, rodent pets, and a dog or two inside the house! At night, they let the outside dogs come in the house, thank God. I can not imagine what the house looks like or smells like. The flies are bad in warm weather because of the dog crap. The house was purchased for about $225,000 so it's not a shack. I don't understand this!
If you have one of those stupid neighborhood societies report it & make sure you get evidence. Otherwise its time to start being a prick about it.
Some people just do not understand there are laws to being a pet owner, you cant just let them go **** in whoevers yard you want & then try to say "hey they were on a leash", that doesnt cut it.

This is funny, hate on the NHA but suggest they do something, typical of most people, "we don't like your rules, but hey, fix this problem".....
As suggested go the police, not a NHA.
From the description it almost sounds like this might be an apartment or condo, there may be some rules from the property managers as well.
I had a neighbor like that once. They would let their dog out every morning who would run over and crap in my yard. So every morning I would go out with a shovel, pick it up and dump it on their front porch. After about a couple weeks the dog no longer was let out front.

I can say this b/c I know some people have to deal with these NHA's but I dont & never will. I refuse to live in a neighborhood that can control what color I paint my house, what kind of mailbox I must use & weather my kids portable basketball goal is allowed in the front yard beside my own driveway. No way I'm payin $100k+ for a house only to be told what I can & cant do to it.
I much prefer my living outside city limits on several acres with my neighbors farther way than spitting distance from my house. I used to be a city boy but since moving outside the city I'll never move back.
As a dog owner I can only hope you are kidding...!!!
It is not the dogs fault, they only do what their owner/master lets them do. I let me dog out front as well, if she poops in someone elses yard I walk in the garage and get a baggie and pick it up and dispose of it.
So please dont give suggestions that the dog needs to die for a stupid owner.

In my town, its illegal. I've already had the cops out on a guy I have talked to once and given poop bags to. From what the cop said, tickets like those provide a nice drop in the bucket for municipal funds. I guess that means its a substantial ticket around here.
