Let's say the maximum posted speed limit on the 'I' is 70 mph, which I've always assumed means "IN ALL LANES" the absolute max is 70 mph.....period.

So say a fella is cruising along at 70 mph in the left lane (I'll admit to doing it sometimes) speed wise he'd be legal and in order to pass him (on the right ?) a person would actually have to break the law and accelerate over the posted speed limit of 70 mph to get past him.

So if a ticket was given would the guy in the left lane doing the posted 70 mph get the ticket for doing the correct speed but cruising in the left lane or would the fella that passed him going over 70 mph receive the ticket ?......or could both drivers legally be given a ticket ?
Both...

Drive in the left lane = ticket.
Speed in any lane = ticket.
Drive too slow in right lane = ticket.
Impede traffic in either lane = ticket.
Improper lane change while switching from one lane to another = ticket.
Accident involving lane change = ticket.

Money and control.

Win win for the state. Lose lose for our wallets.

Unless new "no left lane cruising" signs are put in place every 'X' miles I'll assume that people cruising in the left lane from out of state will get off with just a warning claiming that they weren't aware of the new Okla. law ?

Ignorance of the law is no excuse. Nor is common sense. Using common sense can get you a ticket as fast as ignorance of the law with this law. If you need to make a split second decision while jockeying for position on the highway, just remember what they say about bowel movements and being able to see. You'd better just close an eye and pass some gas. Mark my words: This is a stupid law that will get someone killed.

It's common knowledge and a common courtesy, but ignorance is no excuse.

Huh?
Many states have this same law and strictly enforce the law.
