I assume you've passed all of that along to the police.So while at the scene, she texted me her address and admitted fault.
I called the number yesterday, number does not receive calls.
Went to the address today, its a rental house thats available. I found a neighbor and showed her the pic of the lady, and they confirmed thats who moved out of said house a month ago. She didnt KNOW the lady but said she would try to find out a name...so I gave her my number and she called about an hour after I left and the name she has matches the name I was given...so thus far, the only real info I have is her name. I also found out her husband works (worked?) for Cox while they lived there, so maybe thats a lead.

But I wonder sometimes if some of my neck and back problems isn't either due to being rear ended 20 years ago or after I fell and tore the AC in my right shoulder as well as tore the end of the bone off my clavicle or any number of other little times I have gotten hurt. But spasms and arthritis have been an issue for at least 15 years already if not more.
As far as the OP, that really sucks but generally to drive a car off the lot you have to have a valid insurance policy if it's paid for outright and if you are carrying a note they want insurance issued on the vehicle but without a license I am guessing that the vehicle was either not theirs or stolen with a temp tag thrown on. Makes me think about getting a bicycle lock to toss on a wheel if someone hits me and it seems like something is fishy so they can stick around till the cops show up.
