The law doesn’t define “locked container,” so a locked vehicle could conceivably meet that standard, but I wouldn’t risk it. A locked compartment (glove box, console, trunk, etc.) would be safer, legally, but I still wouldn’t risk it. And obviously putting a carry gun in a locked compartment means you’re no longer carrying it, so there’s not much point.
Here is the relevant part of the statute:

Subparagraph (A) does not apply to the possession of a firearm that is ...........

(I)not loaded; and in a locked container or a
firearms rack that is on a motor vehicle;

It does not say that the motor vehicle itself is the locked container, and I don't think that this what Congress intended since the point is to prevent ready access to the firearm. Please note that the firearm has to be unloaded. Also the purpose of the act was to prevent school shootings so having ready access to firearms was not the intent of the act; like I said a moment ago, it was to prevent ready access to the firearm.

Granted, any danger to a non-criminal in most states is minimal. But I'd like to move the danger level for the permit-holders of all jurisdictions to zero. The best way to do this is an outright repeal of this silly law. A acceptable alternative would be to allow non-resident licensees the same rights as resident licensees by removing the provision that the license be issued by the state in which the school is located.

But with the Dems having control of the House, any pro-gun legislation is DOA.

Is there a free online SDA course?

Free? NO. Online? YES.

From the Red Rock Firearms website:

Online SDA Course (copy link below)
http://courses.onlinehandgun.training/amember4/aff/go/dasilva6287/?i=3">Oklahoma Handgun Training</a>
The State of Oklahoma C.L.E.E.T. and OSBI have now approved an online Conceal/Open Carry (SDA) class. You just click the button below and it will take you to the site where you will take the class. The cost is $69.95 for the online class. This price is NOT set by us but the developers of the online class and the State of Oklahoma. When you are done with the online course you will get a certificate saying you completed it. You then need to call us and schedule a time for you to do the range safety portion. We will need to see the certificate that says you completed the online portion. We will then give you another certificate saying you completed the range portion and you can apply for your license. The range time is $20. So now you can take this class in the comfort of your own home. It is especially great for those who work weekends, evenings or just have busy schedules. To take the class with us in our classroom it is only $50, range time included.

BTW - I am not affiliated with Red Rock Firearms in any way. I just knew this was on their website, and was the quickest source I was aware of.

So, it's $69.95 for the course, $20 to take the range portion, and since I live in Tulsa, the cost in time, gas, tolls and meals to drive to Enid to shoot 50 rounds at a target. Um, no thanks. I'd rather take a day off from work and attend a local SDA class. Also, that link doesn't work, even when I went to the Red Rock Firearms website and copied the link directly.

This does make me wonder if there would be a market for an unofficial Oklahoma Constitutional Carry handbook...

I wasn't suggesting anyone here would want to take advantage of it, merely indicating that it was available since someone brought it up. And, now, I'm not seeing the section I found earlier within that link that took you to the online course. Hhhhhhmmmm.

You might check your classified ads and call around. My class was on a weekend.

Dayyyyyuuuummmmmmm! TOUGH CROWD! That's what you get for trying to help! Somebody asked about online courses. The same place offers their SDA class for FIFTY BUCKS, and that INCLUDES LUNCH! On weekends ... at their range. I wasn't recommending that anybody try to do it online. I would say the online option would be more of a last resort. Jeeeezzzzz ...
