POTUS to reopen markets soon

Does the president have the power to reopen markets if the States refuse?
He can say the markets and economy are open. But, it is the decision of each state Governor as to whether or not businesses within those states are allowed to operate. In other words, the states will decide when to re-open the "markets".

Just like it is their decision to shut them down, not Trump's. He recommended it but it is the "make the shut down hurt" Democrats that did it to extremes. Some states still have not shut down usually with GOP gov. and Democrats are giving them hell for it.

I was reading an article the other day (which I can't seem to find now) that stated that 8 states did NOT have a stay at home order. Here is an article stating that 7 states don't have the orders, but I'd add that Oklahoma does NOT have a statewide stay home order. Oklahoma's is only partial.

Supposedly, those of us 65 and older with underlying health orders are "recommended" to stay home except to go to get groceries or to a pharmacy. Wife and I pretty much are staying home, but we still get out just about every day to go walk somewhere for up to 3 miles or so.

South Dakota being one of them.
