The problem with this as I see it is not so much that the Good Samaritan capped this robber or even that he administered a coup-de-grace. The problem is that our justice system fails to recognize that, in the majority of cases, these miscreants will go back to doing whatever got them jailed in the first place once they have been released from incarceration.
When the criminal has little to fear from our justice system, then the justice system either needs to change how they punish hard-core or repeat offenders, or accept that 'street justice' is a viable way of ridding our society of those that will not play nice within our society
