The problem with this as I see it is not so much that the Good Samaritan capped this robber or even that he administered a coup-de-grace. The problem is that our justice system fails to recognize that, in the majority of cases, these miscreants will go back to doing whatever got them jailed in the first place once they have been released from incarceration.
When the criminal has little to fear from our justice system, then the justice system either needs to change how they punish hard-core or repeat offenders, or accept that 'street justice' is a viable way of ridding our society of those that will not play nice within our society :coffee2:

At what point is the threat eliminated?
So i swat bugs just right so they cant fly?
Perp dying act to raise hand and injure or kill someone?

You have to make absolutely sure.
The perp made the choice to initiate the situation.

A second look shows the robber still waving the gun- and who can tell it's a BB or soft fire type, also it was the first chance the good guy had a chance to draw and fire- I hope the hell I never have to do this, but I will. Why is it that a cop is ok to shoot until they think the threat is over, but a citizen is not. But it doesn't even have to be a lib cess pool like Houston is, as we all know from the pharmacist experience, we all lived through. And in that part of Houston, it might take an hour to get a cop there.
