it is a figure of speech, everytime someone talks about a car accident do you correct them and say "No, it is Negligent Driving" or when someone bumps their knee on the corner of the couch do you say "Negligent walking"??
I wonder how many times someones bumping their knee against something put a bullet into someone or some thing?
