A number of legislators have commented that they are confident the .gov will sign. She has also said publicly in the past she will sign. I have to hold on to that as my only hope, because I truly believe her mind is completely made up, and well before now - she's just waiting for the proper moment to grandstand.

What happens to licenses if this does get signed? No longer necessary? Does it affect reciprocity with other states that have minimum requirements?
Still valid, but no longer necessary in the state of Oklahoma. Very few states that require a permit will honor another state's Constitutional Carry provisions (Oklahoma does, but--to the best of my knowledge--is nearly unique in that regard).

If you never plan to leave OK for any reason, let your license lapse. If you ever travel, the card is likely to be of some value (so long as you are going to civilized America).
