Cutting Down a Barrel

So I've got a back up barrel that just purchased for my Remington 870 and I'm wanting to have it cut down for home defense. I of course want to abide by the legal length without a tax stamp. Actually probably 18.5 inches just to be safe. I'm wondering the best way to do this. I don't really want to put a lot more money in to it as I will almost never use it. I'm curious as to my options for cutting it down. What is legal and what is not?

Is it a vent rib barrel? Might make a difference where you choose to cut it for aesthetic purposes. Seems like 20" is the optimal barrel length to take advantage of the powder burn.
