I heard all you need is a portable air compressor and a level attached to a 2x6. Just let some air out of the high side tire and use the air compressor to adjust until level.
Not an expert but every raised floor house and trailer I've been under has 3 wood wedges per concrete block support or on the stem walls,the wedge in the middle being opposite direction of the outside ones <

Use to have to constantly get under my house I lived in off of SW 52 and villa and hammer them back in cuz the ground was settling and loosenning them making the floor sag,wouldn't have mattered if it was wood or metal cuz the ground under the house was sinking.

You should always have wood between the blocks and the frame. It helps protect the blocks from breaking under load shift from the wind and stuff. Like a sort of dampened.
