An individual should be able to sell uncle Joe's trophies from fifty years ago, but I don't think he legally can. I don't know about ebay.
Somebody with a better knowledge of the law needs to chime in.

EDIT: It looks like there are exemptions for taxidermists that have unclaimed trophies. Estate sales can also file for exemptions.
*Never Mind*

You can’t sell or buy mounts or racks removed from harvested animals. You can’t remove antlers from road killed deer unless you have a deer tag and it’s deer season or get a head tag from a GW.
You can sell sheds.
There is an exception. After one passes away the mount/antler collection can be sold one time with a permit.

Some states don’t have restrictions about buying or selling antlers and mounts.
So... it isn't a federal thing? I'm more confused now.
I think Badjeep should just jump in there and buy that damn mulie come what may. Wouldn't the crime, if there is one, apply to the seller but not the buyer?
Go for it, BJ. Tell 'em ignernt said it was alright.

Feds have restrictions too on using and/or certain items like parts of endangered species, etc.
called the Lacey Act that prohibits trade in wildlife, fish, and plants that have been illegally taken, possessed, transported, or sold.

How did bass pro and cabelas get all them animals?

I know the ones at Sportsman Warehouse in OKC were on loan from an individual.
Some states, I think Ks is one or used to be don’t restrict the sale of mounts or antlers so they are likely loaners, or come from other states.
Some are reproductions as well.
