Sounds like the process is like a big wet decal like they use on diecasts in smaller form then cleared.
No its not a decal at all, a decal starts as film and stays a film, decals and wraps stay in a film state hydrographing is nothing close to it.. it starts as film but once sit it on the water and you hit with the activator it turns into a liquid state floating on the water, it turns liquid and is just like paints or airbrushing it on...
