I need some ideas on locks

I finally got a storm shelter. All steel, bolted on the slab etc.
I need to install a couple of good quality locks on the door and get dual use out of it as a safe.
The door is 3/16" steel and weighs around 500-600 lbs. Don't know much about locks, any ideas welcome.
Also ideas on how to drill a 2 1/8" hole, I don't think regular hole cutters can handle the job.
I am thinking about a set of two deadbolts.

I have a plasma cutter I could come over with if ya want but a Bi metal hole saw would do the trick with a little patience

For the holes I would go to the tool rental place and rent a mag drill and a bit. About as perfect as drilled holes can get. I think dead bolts would work better than pad locks plus not as much a chance of getting locked in.
