Her is a youtube video about the "new' income redistribution tied to utility bills. There was an ex-president who wanted income redistribution... It is socialism by any other name and disincentivizes attending college, obtaining a trade etc because ne will do very well with this system if they won't work. It is the worker that is penalized the educated and those wilh a skilled trade.

It looks like a wealth tax. Certainly a left wing political plan in left wing California. However, I think in communism, all property is publicly owned. So, it’s not the definition of communism.
Not a good idea though, but not surprising in California

They consider your property to be publicly owned.
