Drug shortages have been happening and will continue to happen. Some of the manufacturers aren't very good at predicting long term usage so when spikes in use occur you get a shortage. The production facilities for medication have to undergo constant maintenance and occasionally a shutdown for routine maintenance reveals larger problems and leads to a longer shutdown, plus tons of other reasons.
