Yeah, I kind of questioned that guy as well. But, more than anything else, I was surprised that NC required a permit in order to purchase.

It's an old 'Jim Crow law designed to keep blacks, native Americans, etc. from buying guns. I wonder how many gun stores they had to canvass to find one who was against doing away with the racist law...
