This legislation, while it sounds good, reminds me of the ad of grandma printing out pages of faces and pasting them to her wall and calling it facebook or something.

Pretty sure that’s not how it works, though I would love for it to work this way, with the states setting their own rules.

Probably, but McConnell needs to leverage Manchin and Sinema against them. It's worth expending the political capital, even if it's to force Biden to veto it.
