As a builder I have used Ground Zero multiple times for in ground shelters and did not have to have a separate permit for it here in Tulsa, though I do have a building permit for the entire job.

Maybe its different in OKC, though I wouldn't have thought so.

I had to get one in MWC...I'm sure OKC requires them too.
If a builder is doing one for new construction it's probably covered under existing permits, no?

Seems odd to have a permit to dig a hole in your yard to bury something...LOL. I bet they are concerned if you put power or plumbing in the shelter. Or they may consider it living space??? We had a Jim Giles safe room installed in our garage...the whole garage is under ground on three sides. We feel better now. I wonder if it will ever rain again though?
