I know Mossberg and Remington both sell 14" barreled shotguns, but is it legal to make your own?

If this belongs to someone here, I'm not trying to slam you. I'm genuinely curious.

It's similar, but the ad implies that it's a cut down pistol grip shot gun.

So, after reading the ad again I think I misinterpreted it. I thought it was a "cut down at home" shotgun. It's likely one that came from the factory like that....so......never mind. There's nothing to see here, move along.... (waves hand like a jedi)

Factory produced Remington 870 Tac-14's come with Magpul M-Loc forend's. The seller does not say that he/she changed it out so I would suspect that this was a home cut-down, and if so, would be considered a SBS under NFA rules.

My take and i could be wrong it came from the factory with a pistol grip which is legal but once he changed the grip on it it became illegal without a stamp.
Any rifle or shotgun is legal aslong as the overall length is 28 inches anything less is illegal without a stamp, unless it was manufacture that way at the factory and they classify it as a pistol.
Please correct me if im wrong.
