You could just send a letter to ATF and tell them you have changed the barrel length to 11.5". You are not stuck with the length listed on your form 1/4.

If you want to stick with 10.5" I would go with a basic LMT or Noveske.

I went with a Colt 6933 11.5" upper and couldn't be happier. I stuck a DD Omega 7.0 on it and have no plans to change anything about it. I particularly appreciate the light weight.
