It means shooting a suppressed gun with some liquid (usually water or oil) inside of the suppressor to increase the amount of noise reduction.
wouldnt water break down the baffling inside the can?
Not at all. Low pressure cans like rimfire and pistol caliber cans benefit from a little water. I use a nasal inhaler filled with water and give it a few squeezes. It gets rid of "first round pop". High pressure cans like .223/5.56 can come apart if you try to use water in them though.
