The Governor of a particular territory is the commander in chief of national guard forces until they are federalized...in this case he is activating them for territorial use, and the use of any federally funded equipment gets reimbursed by the state/territory.

It's nebulous enough that he'll get away with it.

Taking a look at U.S. Virgin Islands gun laws....I doubt there are many to confiscate.

Given the current state of the economy there, and the (rumored) checkered past of the administration and associates, it is possible that other unseen factors are in play here. The pending natural disaster would make an excellent cover for disarming the remaining populace. There are rumors of ties to drug cartels.

$75 possession permit, fingerprinting, registration, AWB, "may" issue carry permits, and only 8% of adults living in a household with firearms; The population is already effectively disarmed.

What about the people who have guns that the government doesn't know about?
