Why k-band radar on construction signs?

My guess is to monitor traffic flow, but does anyone have a solid answer on why k-band radar systems are hanging off the bottom of the roadside construction message board signs looking at on-coming traffic?

I think they can be tied together. I've seen signs that give the average speed ahead & the time it will take to get thru the construction.
But they are a real PITA for the RD.

One of my friends actually said they are used to turn the signs on and off. When the sign gets no signal return to indicate traffic it turns the sign off, then when the radar senses traffic the sign turns back on. Suppossedly done to conserve power.

But yes it is annoying for sure.
