Probably, but I'd have expected the determination of charges to at least wait until the death had been certified and the toxicology reports were back.
Exactly who knows he may have had a heart attack before being shot. After all he may have had a medical condition and was needing to get his inhaler or some other medicine from his vehicle.

They threw her to the wolves. They seem to be taking the nutless road. They are even looking at the chopper!

A TPD helicopter pilot came under criticism after video from the helicopter recorded him referring to Crutcher as a “big bad dude.”

TPD is investigating whether he and other officers followed policy and said his comment was being taken seriously.

I blame CLEET standards. It's the state's fault officers haven't been trained to never comment about anything, ever. :rolleyes2

I do not see how the toxicology report could have an impact on the charges.

There is nothing special about being a cop anymore unless you're into being humiliated and left hanging holding an empty bag. Where I used to look up to cops and thank them for their service, I now think, why in Gods name would you be a cop for a government that doesn't give two shits about you? Protect your own, that's 21st century policing.

she is being charged because of her actions, not his. If he was stone cold sober or high as a kite, he still did not have a weapon.
